Independent Service Validation Group (ISVG)

Independent validation of GMES services is an essential step in the process to scale up demonstrated capacities to their operational implementation. Discussions with and published documents of the European Commission make it clear that this approach to validation within GMES will become an increasingly key aspect.

Validation outputs provide potential users with the evidence that a specific service provision will yield useful information products with a predictable quality under a defined set of operational constraints. The generation of such validation outputs by entities that are independent from the service provider, but knowledgeable about the processing chain that has produced the service outputs, will generally enhance the end-user’s trust that the service provision in question is qualified to meet his/her needs within the boundaries of the validation constraints.

The work of the ISVG will complement the existing validation activities already occurring within Respond. The ISVG will be led by the JRC and more details about the activities and workings of this group can be found on the JRC website (to be added when the group becomes operational).

The responsibilities of the ISVG:

•      to prepare and align RESPOND activities for a smooth transfer into the
ERCS validation activities

•      to independently review Respond validation activities and their results

•      to independently review validation approaches in relevant past &
present projects (primarily in precursor activities for the themes addressed
in RESPOND)

•      building upon the current Respond dossiers, to draft an independent
validation framework for Respond services, including a plan for new
validation exercises, to execute the proposed validation work (subject to a
detailed proposal)

•      Working closely with the Respond Service Network, in particular DLR
ZKI (as Task 2 Lead) to review Respond production services with respect to
operational production constraints, quality assurance

•      to contribute to GMES programme activities that define validation
approaches across GMES services.
